Career path: Commenced in 1971 with contractors on UK motorway construction. The following eight years spent with consultants on design and management of maritime works in the UK and overseas, then 10 years spent with a specialist subcontractor negotiating and implementing subcontracts for geotechnical works on major international highway projects. Returned to consultants as Resident Engineer on major overseas projects in both maritime and highway engineering. Established LRL interests Ltd whilst completing a master's degree in Construction Law and Arbitration at Kings College London. Currently specialising in project management, contract administration, dispute resolution and providing contractual advice and claims assessment to the Jersey building and construction industry.
Arbitration Experience:- Has prepared cases for claimants and respondents under JCT Suite contract forms and ACE Terms. Since 2001 appointed as sole arbitrator in a number of arbitrations involving modified JCT suite contract forms. Appointments made both by agreement of the parties and nomination through Channel Islands Branch of CIArb. Disputes have involved liability and quantum in respect of interpretation, final account valuations, extension of time entitlements, breach of contract claims, entitlements to general damages, liquidated damages and quality and defects. Admitted to the UK construction panel of the CIArb.
EMPLOYMENT HISTORY 1971 - 1972 Site Engineer with Cementation Construction on M5 motorway construction. 1972 - 1973 Section Engineer Structures with W & C French on motorway over and under bridges, M23/25. 1973 - 1981 From Engineer through Project Manager to Resident Engineer with Peter Fraenkel & Partners. Engineering & Maritime Consultants on maritime projects in UK and Africa. 1981 – 1991 From Area Manager (Kuwait) to Commercial Executive with Soil Structures International. Responsible for the negotiation and commercial administration of specialist geotechnical subcontracts on major highway projects under modified FIDIC contract forms in the near east, middle east and India 1991 – 1992 Resident Engineer with Dar Al Riyadh Consultants on Zahran Al Janoub Mountain Roads contract. 1993 – 1997 Resident Engineer with Coode Blizard Ltd for Completion Contracts under modified FIDIC forms on two Jetties at Maputo, Mozambique and a £25m Breakwater Contract at La Collette, Jersey, Channel Islands. 1997 to Date: Principal LRL interests Ltd. Specialising in project management, contract administration, dispute resolution and providing contractual advice and claims assessment to the Jersey building and construction industry.
OVERSEAS EXPERIENCE: Lived in Nigeria, Kuwait, Saudi Arabia, Turkey, Mozambique and Jersey. Visited, negotiating agreements and implementing works, Jordan, Dubai, The Oman, Turkey, Egypt, India, Cyprus, Thailand, Malaysia, Indonesia and S Korea.
